KARAMATSU MATSUNO

Age: Early to Mid 20s
Wish: "To have the gaze of the world facing my direction without the guilt of hurting them... of course, that's my wish!"
Result: It's granted through his magic, and through being able to leave Akatsuka Ward and come to Nyoi-cho. Surely, no one would be able to ignore him there.
Weapon: A glistening, blue mirror shield, with a large image of his face on it.
Outfit: Magical NEET Karamatsu.

Powers
» Passive Ability: Intermittently, there's a chance that the words he can say can cause pain as long as he doesn't feel any guilt or shame towards it. This affects both familiars and other magi. The pain depends on how horrible the statement was, and how much shame the other person has hearing it.
» Active Ability: With a snap of his fingers, he can summon a bright spotlight that sways up to three familiars to only focus on him for up to ten seconds. It also blinds other magi who look in his direction.
1/24 Update: Perfect Fashion - Karamatsu can change what his magi outfit looks like, but can only do this once a day.
4/20 Update: Karamatsu Illusion - Shining Form - Karamatsu gains the ability to project small beams of light from his shield, generally in the shape of really obnoxiously glowing stars. They don't do much in the way of attack power, but they're plenty distracting and is like getting attacked by little glowing pebbles constantly.
The upgrade is he can charge up his shield's ability, he can make one shape out of those stars. It takes a ridiculous amount of magic, but is really, really goddamn painful for anything that gets in the crosshairs. Not enough to kill someone-- he hopes. He can only use it once per battle and he'll be pretty damn spent after that.

Permissions
First things first: Karamatsu was apped in from the October '16 Fourth Wall Event. This means he was around as a Wraith and had a confrontation with magi before arriving in town. Just as a heads up! Second, that passive seems pretty annoying, right? If you'd like to opt out of that, comment here.
